Modifying Plastic

A friend has a 2007 V-Rod I just had some parts installed on before he gets back for R&R. With the license plate moved to the left shock on the side the rear fender still has a junk plastic becking for a plate hanging down. Is there anything you can do to mod the plate holder off the bike. Attached is a picture of the problem. Nice new flame blinkers all around and other harley chrome he loves but that chunk of plastic is a pain.
